Timmins Unveils First Set of Priority Occupations for RCIP and FCIP

These two community-driven immigration pilots were launched in January 2025 to help rural and francophone regions attract skilled talent.

  • RCIP: Aimed at addressing labor shortages in rural communities.

  • FCIP: Tailored for French-speaking candidates with job offers in select areas.

Both offer permanent residency and LMIA-exempt work permits to foreign nationals who meet eligibility requirements like:

  • Work experience in a priority occupation

  • Intermediate French (FCIP only)

  • Job offer from a designated employer

Why Job Offers Still Matter in Canadian Immigration

With recent changes to Express Entry, some may believe that job offers are losing their impact. But that’s far from the truth. While the CRS no longer awards points for arranged employment, job offers remain crucial in many permanent residence (PR) pathways.


Immigration Pathways Where Job Offers Are Required

✅ Provincial Nominee Programs (PNPs)

Many provinces run job-offer-based streams to address local labor needs. For example:

  • Ontario Employer Job Offer Stream

  • British Columbia Skills Immigration Stream

Use Case: A welder working in Saskatchewan gets an offer from a local manufacturing plant. He applies under the Saskatchewan PNP’s job offer stream and later transitions to PR.

✅ Atlantic Immigration Program (AIP)

To immigrate to New Brunswick, Nova Scotia, PEI, or Newfoundland, candidates need a valid job offer from a designated employer.

Use Case: A hospitality manager from the Philippines receives an offer from a PEI resort. Under AIP, she gets a 2-year work permit while her PR is processed.

Both of these new pilots are employer-focused. You can only apply if you have an offer from a designated local employer in a priority occupation.


Canadian Work Experience and PR Eligibility

Even without CRS points for job offers, Canadian work experience remains one of the strongest predictors of PR success.

Also, up to 100 extra points are available through Skill Transferability Factors that combine work experience, education, and language ability.


Canadian Experience Class (CEC) in 2025

CEC is now prioritized under Express Entry. Candidates with 1 year of skilled work in Canada in the last 3 years are eligible.

Use Case: A Bangladeshi lab technologist starts working in Canada under an LMIA-exempt permit. After 12 months, he qualifies for CEC and receives PR faster due to the targeted draws.
