Sudbury's New PR Pathways Through RCIP & FCIP: Priority Sectors and Occupations Unveiled for 2025

A New Opportunity for Skilled Foreign Workers

Sudbury, a major city in Northeastern Ontario, has officially released its priority sectors and occupations for two key Canadian immigration programs in 2025 — the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). These pathways are designed to help address local labor shortages by allowing employers in priority industries to support foreign workers in becoming permanent residents.

If you're an international professional or tradesperson looking to settle in Canada, especially in a supportive community like Sudbury, this may be your chance.

About Sudbury’s Participation in RCIP & FCIP

Sudbury is among the few communities participating in both RCIP and FCIP, demonstrating its proactive approach to attracting global talent. The city has received:

  • 525 nomination slots under the RCIP

  • 45 nomination slots under the FCIP

This initiative covers the urban core of Sudbury and its surrounding rural areas including Killarney, St.-Charles, and Noelville.

To qualify, foreign nationals must have:

  • A job offer from a designated employer

  • The job must fall within one of the priority occupations

  • Meet eligibility criteria such as work experience, education, language skills, and proof of settlement funds

Application Timeline for Employers

The first intake window for RCIP and FCIP applications is from June 23 to June 27, 2025. Employers had until June 12, 2025, to submit their designation applications.

Once selected:

  • Foreign nationals receive a community recommendation letter

  • They can apply for permanent residence with IRCC

  • May optionally apply for a temporary work permit to start working immediately

Why Sudbury?

Sudbury’s participation in both pilots highlights its commitment to economic development through skilled immigration. With strong demand in sectors like mining, healthcare, trades, and education, foreign workers have a real chance to integrate and thrive in one of Ontario’s most vibrant rural communities.

Example:
A licensed practical nurse from the Philippines secures a job with a long-term care facility in Sudbury. Through RCIP, she not only gains permanent residency but also helps alleviate critical healthcare staffing gaps in the community.
